The Prime Minister's particularly significant shift on the UK's following Brexit relations to the EU on Saturday was crafted to signal to business, to EU officials, and to fellow EU nations, in addition to his political supporters.

A New Framework for Dialogue

A major business group last month released a comprehensive series of further requests in different fields to help exporters navigate new bureaucratic hurdles that has hit the export of products.

Its member poll reported that a large proportion of companies surveyed felt that the current arrangement was not helping sales growth.

A number of other areas could, potentially, see a parallel method – harmonisation with single market rules – in return for minimising trade obstacles across manufacturing, in automotive, chemicals, or for example in VAT procedures.

EU Perception

European capitals were underwhelmed by the modest aims in earlier discussions, specifically the London's refusal of proposals advanced by some commentators regarding the virtual readmission of UK products to the single market.

The specific detail on energy cooperation and food and farm standards is remains to be finalised. A plan for UK defence firms to be part of a major defence loan fund has been delayed over the scale of the contribution, after opposition from France. Another nation has joined the initiative.

Geopolitical Context

The UK has agreed a deal to rejoin a academic exchange programme and to discuss a youth mobility program. This has paved the way for further UK-EU talks.

Analysts close to government note that the issuing of a Washington policy paper has shifted the context on UK relations with Europe.

The paper stated that the US would "encourage pushback" to Europe's current trajectory and praised the "increasing clout" of patriotic European parties.

Among officials, there is an acknowledgement that the rapidly changing world has changed again.

Domestic Calculations

On the national stage, the governing party also expects being outflanked on Brexit not only one opposition party, but potentially a further party, which is focusing on its stronghold regions in local votes.
